The State Administration of Market Regulation has issued a notice on the regulation of commercial gas burning appliances and other products

Announcement on the implementation of compulsory product certification management

In order to further strengthen product quality and safety supervision, in accordance with the relevant provisions of the "Regulations of the People's Republic of China on Certification and Accreditation", the State Administration for Market Regulation has decided to implement compulsory product certification (hereinafter referred to as CCC certification) management for commercial gas combustion appliances and other products, and to restore the CCC certification third-party evaluation method for low-voltage components. The relevant requirements are now announced as follows:

1. Implement CCC certification management for commercial gas combustion appliances, flame-retardant wires and cables, electronic toilets, electric bicycle helmets, combustible gas detection and alarm products, water-based interior wall coatings, explosion-proof lamps and control devices (see the attachment for detailed product description and definition).

(I) From May 1, 2025, electric bicycle passenger helmets, explosion-proof lamps and control devices included in the CCC certification catalogue must be CCC certified and marked with the CCC certification mark before they can be shipped, sold, imported or used in other business activities.

Starting from May 1, 2024, designated certification bodies will begin to accept CCC certification commissions. The certification and testing work involved will be undertaken by certification bodies and laboratories that already have designated business scope for motorcycle passenger helmets and explosion-proof electrical appliances.

(II) From July 1, 2025, commercial gas combustion appliances, flame-retardant wires and cables, electronic toilets, combustible gas detection and alarm products, and water-based interior wall paints included in the CCC certification catalogue must be CCC certified and marked with the CCC certification mark before they can be shipped, sold, imported, or used in other business activities.

Starting from July 1, 2024, designated certification bodies will begin to accept CCC certification commissions. The certification work involved will be undertaken by certification bodies that already have designated business scope for corresponding product types, and laboratories will be designated separately.

2. Restore the third-party evaluation method for CCC certification for low-voltage components.

(I) From November 1, 2024, low-voltage components must obtain a CCC certification certificate and be marked with the CCC certification mark before they can be shipped, sold, imported or used in other business activities.

Starting from May 1, 2024, designated certification bodies will begin to accept CCC certification commissions for low-voltage components, and the "Compulsory Certification Product Conformity Self-Declaration Information Submission System" (hereinafter referred to as the system) will no longer generate self-declarations. For those who hold valid CCC self-declarations of low-voltage components, the designated certification body will directly reissue the CCC certification certificate and ensure the validity of the certification through post-certification supervision.

Before November 1, 2024, enterprises holding valid CCC self-declarations shall complete the conversion of CCC certification certificates and cancel the corresponding self-declarations in a timely manner; for those that have already left the factory and are no longer in production, there is no need to convert. After November 1, 2024, the CCC self-declarations of low-voltage components in the system will be uniformly cancelled.

(II) The designated business scope of low-voltage components of the four certification bodies (China Quality Certification Center, Fangyuan Mark Certification Group Co., Ltd., Guangdong Quality Inspection Zhongcheng Certification Co., Ltd., and Shanghai Tianwei Certification Technology Co., Ltd.) that were cancelled in the Announcement of the State Administration for Market Regulation on Adjusting and Improving the Compulsory Product Certification Catalog and Implementation Requirements (No. 44 of 2019) will be restored. The testing work will still be undertaken by the existing low-voltage component CCC certification designated laboratories.

3. Designated certification bodies shall formulate certification implementation rules based on the CCC Certification General Rules and the corresponding product CCC Certification Implementation Rules, and may only carry out certification work after filing with the Certification and Supervision Department of the State Administration for Market Regulation.

4. Designated certification bodies and laboratories should actively adopt existing conformity assessment results, reduce the burden on enterprises and facilitate enterprises to obtain certification, on the premise that certification risks are controllable and certification quality is guaranteed.
